2. Describe what accountability means and how it can be applied effectively to improve schools.
A: oversee schools to make sure they are using best practices and assure a process is occurring, standards?


3. Explain the major contribution of the McKinsey report in terms of general school reform and movement from lower to higher classification of effectiveness. Provide concrete examples of countries or geographical areas areas within countries moving from level of quality schooling to a higher level. 


4. What factors contribute to accomplishing successful school reform? What factors may restrict successful school reform? Please give examples.
